The truthful answer is probably not what you want to hear - but since you asked the question. First of all - earning implies an exchange of goods, products, or services. In every transaction - two people agree that what party one offers will be exchanged for what party two offers. Every transaction requires a sale be made. Party one needs to be convinced (sold) that he would rather have what party two has offered than to retain what he has and party two has to be convinced that what party one is offering is worth what he needs to give in exchange, to seal the deal. Assuming you aren’t facing imminent starvation or eviction from your home or residence - conditions that radically alter one’s priorities and what one is willing to do to obtain food, shelter, money, whatever - the truth is, you can start earning using HTML and CSS as soon as you sell someone on the idea of paying you for your time spent using HTML and CSS. First of all, you have to honestly assess your own skills - figure out what you *can do today* rather than what you would like to do someday. HTML & CSS are document markup tools. Your question is rather ingenuous because being able to markup a document is a small aspect of a much bigger world. At a minimum, you need other skills that complement the document creation process. Even in a fairly large web development company, the *real skill* that a staff member who specializes in basic markup is employed for, is the ability to faithfully reproduce the web designer’s mockup - often a photoshop psd file or other graphic artist’s rendering of the page, responsively. In smaller companies, the markup guy is expected to be producing nice looking pages, and make whatever adjustments the client or the manager requests. The value is in the completed document and the ‘look’ of the document isn’t even half of the battle - as the saying goes, content is king. If you can develop the content, and make it look smooth and professionally designed - NOW you have a valuable commodity to offer. If you can take raw notes and some client provided graphics, and turn that raw material into a polished, professional web site - now you are a web designer. If you can build a CMS behind that ‘facade’ so that a database can be updated behind the scenes to provide new/changed data to the page - provide a client login and a support login, and a managerial login, to access that backend data, perhaps create some ecommerce pages and a shopping cart resource, now you are a web developer. If you are strong with HTML / CSS - focus on the forms building aspects and how to safely import user input (protecting a form from being misused and a potential avenue for security breaches) is worthy of a 100+ page treatise in itself. The reason I say forms is because virtually all of the useful / productive stuff done on the Internet requires at least one form and often several or even many different forms. For a site to do something more than be a static digital flyer or business card or brochure - it takes forms and AJAX. Well-designed forms (HTML) that won’t accept bogus input are a crucial first step in securing the data.
